The water fall was for the Electric Utilities Exhibit Hall that compared life on a street in 1892 to that of a modern street to demonstrate the importance of electricity. The photographer was probably standing at the entrance to the exhibit - a glass tub that the water flowed over. In the background are the pylons by Carl Paul Jennewein that separated the Court of Power and the Plaza of Light.
